Technology Project Management: Realizing the Vision of Golden Indonesia 2045 in the 4.0 Era

Abstract

This research uses a qualitative approach with a case study method on various technology projects in the government, industrial, and startup sectors in Indonesia. Data was collected through in-depth interviews, policy document analysis, and literature review. The results show that the government has established five priority sectors for AI development: health, digital talent education, bureaucratic reform, smart city development, and food security. It is also developing a National AI Roadmap to guide the development of an inclusive and responsible AI ecosystem. However, the implementation of national-scale technology projects still faces various challenges, including infrastructure gaps, limited digital talent, overlapping regulations, and conventional project management approaches that are less adaptable to the ever-changing dynamics of technology. This study found that the application of Agile methodology with an iterative, collaborative, and adaptive approach is a critical factor in the success of technology projects in Indonesia. Consistent Scrum practices and an Agile culture have proven to be key drivers of project success in the information technology sector. The study also identified that cross-sector collaboration between government, the private sector, academia, and the community is key to building an inclusive, safe, and sustainable digital ecosystem. This study concludes that technology project management with Agile methodology is an important prerequisite for the successful implementation of AI and IoT in order to realize the Vision of Golden Indonesia 2045. Strengthening human resource capacity in the field of Agile project management , flexible budgeting system reform, and the development of a cross-sector collaboration ecosystem are needed to overcome the challenges of national digital transformation. This study recommends accelerating the finalization of the National AI Roadmap, strengthening vocational education in the fields of technology and project management, and massive adoption of Agile methodology in the public and private sectors.
